It's a counter so technically it is possible but the timer is probably about 6 hours to reset so it's not worth it (if it's the same as the ratmen that is)

You have to be holding the slayer book, then it effects your casting damage. Just like a slayer weapon for melee.

Make a new item, a Rune Block (20 charge), like the foods and such, you double click it and a blank rune appears in your pack. Then atleaste you're not carring loads around untill you want them.

Soulstones should drop into the chars name that was the last user when an account becomes inactive. This has always just been a bit of lazy coding that turned into a cash grab in my opinion.
