The trick or treat gate doesn't take you anywhere, it just triggers the ability to get a response from NPC's when you use the 'trick or treat' phrase on them.

I suspect that this building has become 'improperly placed' because the steps take it slightly forward of the previous location. I would be interested to see where the front east corner is in relation to the water's edge.
