Quick question: is there a way to apply a city title to characters on the same account as the Governor?

    Only from another Governor. You have to have the other toons in a different city for that.
    Focus on what you can do, not what you can't.

    Thanks kind of what I suspected due to the need to target the character but thought I would check.
