Question on Christmas tree gifts

If a Christmas Tree is completed prior to the three days being up do people who turn in BODS after still have a chance at gifts or is it better to just wait till the next city starts?

    Anyone who drops a BOD before the Santa bag and presents pop will get a gift if the Tree is all lit with a star on top. :)  Does not matter if those BOD Filling Fools already have the Tree up on the first day.  B)
