Is there a difference between Blacksmith and Tinker "Rock Hammer" rewards?

  no, they both have 350 charges
  
  in my experience
  it is easier to get the tinkering one
  just bribe up silverware (knives, spoons, forks)
  which are 100% exceptional when crafted
  
  if doing blacksmith I like to turn them in for POF
