Do we have to wait for all three shards server up for it to start or will be it turned on shard by shard by the developers?

I was thinking it was after server up but no Julia on Chessy.

    All of these need to be setup manually (hence the dynamic part, we don't have to publish a server to implement new quests!)  We will post on UO.com when they are ready.
