Can't bribe up some large BoDs

I have two unfilled large 20 count normal frost wood instrument BoDs that I can not bribe up to exceptional even thou I was able to with a third one.

I also have a unfilled large 20 count normal iron diamond jewelry BoD that I can not bribe up even thou I have a small 20 count normal copper diamond bracelet BoD. Since the small is a higher ore type I would expect that the large would be bribable to a higher ore type.

Are these buggy large BoDs?

    Many carpentry BODs have never bribed up.

    Only two types will bribe to max. One is the weapon BOD that requires mondane resources.

    Luckily the rewards are not desirable.
    Focus on what you can do, not what you can't.

    I was thinking more of next year's Artisan Festival if there is one instead of the BoD rewards.
