Spellbook Only Dye Can't Dye Scrapper's?

It seems that the Spellbook Only Dye should be able to dye a Scrapper's Compendium. It cannot. Is this as intended?

    It should.  You can dye them with any Plant Dyes or the other BOD Dyes so this is a bug.

    But you can dye it the color you want.
    Focus on what you can do, not what you can't.
