Tinker quest Necessity's Mother is not accepting quest items

The tinker quest Necessity's Mother is not accepting tinker tools as quest items. I have tried store bought, premade by me, and made with quest item enabled. The message given is "That item does not match any of your quest criteria" I have tried both Sleen and Waelian and logging out and back in.

    I meet the same problem :( it accepts only npc vendors tinker's tool :(...but there is no npc vendor in hw :O

    Over a year now still not fixed. can't use player made tinkertools. :(
