Robe is in the tailor menu.

Since you can turn any robe slot item into one, I would say the mage robes are not popular.  Unless you have hideous colored mismatched armor.

How would you see my Ice hair if I had a hooded robe on?

Nothing happened to them, they are not popular.

Can still get hooded robe in Eodon from shamans I think. Or Hooded robe of Umbra.  You can use those as a transmog target.

I have one turned into an old Luck robe.

They are not popular because you cant see my Ice Hair.  I think mine is the only one with this name.
But this covers up his mismatched armor.

You could turn a Hawkwinds robe into a Hooded robe.

There are also hooded robes in the UO store.  Those can be used as targets.  They are just not popular.

The original "Mage Robes" are the colored robes you loot from Evil Mages, those colors used to be unique to those specific robes until they introduced the "Special Dye Tub".

Then as a pre-order bonus for AoS, they introduced the "Hooded Shroud of Shadows" (the first obtainable version of a Hooded Shroud, which was a graphic unique to the Death Shroud prior to then), and the Asian shards got the "Hooded Robe of Umbra". People eventually figured out how to dupe those into versions that could be dyed, and so when the devs removed all the duped ones, they introduced the "Monk Robes" that can be bought from Monk NPCs near Yew's Empath Abbey.

The "Hawkwind's Robe" from the Shadowguard Roof is another version of a hooded robe, a bit more ostentatious than the "Hooded Shroud" graphic.
