  Will there be any organized PvP outside of Dungeon outpost? Something more large scale like Champion Spawns or Factions for guilds to fight over?

  The deceit champ spawn is vvv enabled, going into the third floor of deceit with the champ spawn enabled will flag you vvv for around  2 hours from what I recall.  Guilds can perma flag for vvv when created also.
