Trying to purchase title for 50,000,000

And the City will not accept.   Character is Venerated for that city.  City Treasury is well over the 900,000,000 mark, and refuses to accept the 50,000,000 for the title.  Character is already a Countess for said city and I wish to upgrade the title to Duchess.  The account has over 200 million in the bank
