Formosa WBB Arcane Circle Is Working Correctly

Thanks to UO team, the WBB arcane circle is now working correctly.

Now we just need 2 legendary spellweavers, both with Tier 3 mastery to get 6 bonus strength.

(Previously only get 5 bonus with 2 characters. Require 3 characters to get 6 bonus).
