Enhanced Client - Having multiple chat tabs is useless without System filter

1. Create two chat tabs with different filters (one that filters for Say and one that filters for Guild, for example).
2. Drag the second tab to create two different chat windows
3. Generate any number of system messages
4. Observe system messages populate both tabs

Not having a System filter that you can apply per tab makes having multiple chat tabs useless because inevitably System messages will fill both tabs. Looking at the UI lua code, it's likely this was just never finished.
