[Feature Request] Canceling target should not trigger skill delay

Steps:

1. Use any targeted skill (Peacemaking, for example).
2. Press escape to cancel the target.
3. Try to use the skill again quickly, or try to use any other skill.
4. Observe you're blocked from using the skill.

Enforcing a delay when you cancel a skill doesn't make any sense and is especially problematic for bards who may rely on up to 3 targeted skills (Peacemaking, Discordance, Provocation). It's conceivable that a player might trigger a skill, only to change their mind as the situation changes.
