Where is the bag that makes Grass/Snow Tiles stackable?

I have discovered that my very old characters on Lake Superior all have grass/snow tiles that are not stackable. The bag that was next to West Britain bank is gone. What do I do now to make these tiles stackable?

The chest seems to have disappeared on both facets, also a quick check on Drachenfels shows it is no longer there.
