Why does Inscription only buff Magery spells?

With Evaluate Intelligence, it makes sense that it only buffs Magery, just as Tactics only buffs weapon damage.  But Inscription can be used to make scrolls for Magery, Necromancy, and Mysticism, so why does its direct damage magic spell buff only apply to Magery?  Leaving Spellweaving out sort of makes sense because the scribe cannot make scrolls for it.

    necro was supposed to be a melee magic, and mystic was both.i  seem to remember mystic when it first came out needed EI, focus and imbuing.

    all that being said, yes, Inscrip should boost damage on necro and mystic as well.

    I tested attack spells with and without inscription, and the differences are very minimal. 
    If it ain't broke, don't fix it.
