Does using a mage weapon give access to the mastery skill? What is the skill requirement to use the masteries?

    Masteries are based on real skill values.  Can use them at any skill but they are not very good below 100 skill.

    Yes that is correct.  At 90 you can use and you get smaller passive buffs and active buffs/abilities cost a lot.
    Focus on what you can do, not what you can't.
