re discordance and publish 108

Per the publish 108 notes, under combat updates, the following is found:

Discordance(PvP) will last up to 5 seconds or 8 seconds if the Bard is Focused Spec on players.

Is this a change from the 4 to 6 seconds already implemented with publish 103? Just want to make sure it wasn't a typo.
