does luck spawn on gargoyle armor?

i have well over 100 legendary's from the roof not one with luck is there a reason luck does not spawn on gargoyle armor?
Acknowledgment and accountability go a long way...

    Due to the way the legendaries are generated in shadowguard you will never see one with luck.
