Can EJ players get reward from shrine battles?

Can they join our shrine battles, get credit for the captains and can get the tabard and the cloak. We had an EJ character participate at our battles at a shrine. He got the title for placing a fragment, fought at least 8 captains, but doesnt get any fellowship items and when he tries to get the tabard it says "you are not virtous enough."

Doesn anyone know? Because I didnt see anything in the Pub notes.

Did he drop a fragment for the shine he fought the captains at?  I missed this the first time because it wasn’t explicitly stated... however it does say the characters title has to match, which means you have to HAVE a title, which translates to you have to drop 1 fragment.
