Primeval Lich and Percolem quest

I am doing Percolem quest and i need kill dream wraiths, I go to Primeval Lich, and there is nobody, do I need to do something previously? or does it not work?

    You would have to start the spawn and get it to level 4.  They are part of the Champ Spawn.

    Be Knight of Valor
    In CC, on paperdoll click the virtue symbol
    when the virtue gump pops up, select Valor (the red sword at the top)
    and target the idol (at the altar)

    if you do lot of champ spawns, then you can set a macro for it
    Invoke Virtue, Valor

    In EC, 
    Actions menu, go to Virtues
    and pull Valor into a slot
