Old Character Problems

I just activated an old account and all my old characters are there but when I logged them in they were all pretty much newly made necromancers. Is this normal?

I met a Player on LS yesterday that got two 15 yr dead accounts activated and he said he had toons he did not think he made. Also he had some crap weapons that were less than 15 years old.
One of his accounts had only one toon on it. He said he knows he had more cause that was his main one.
