Cannon and Ramrod

If somebody without a ramrod starts prepping a cannon, the cannon becomes unusable until that same person puts a Ramrod in their backpack and hits prep again.

Result: The cannon becomes unusable.

Expected result:  Person without ramrod can not prep but someone else with a ramrod can prep the cannon.

@Kyronix the cannon gump open or closed has no effect on the cannon working in CC.  I just leave it open and watch others prime and fire. Then I walk up and use it.

A player without a ramrod will make the cannon inoperable until that same person gets a ramrod and finishes prep.
