New Cloth? New Dyes? New Dyes => Old Cloth?

Could someone please explain to me what this is?  I found it on a vendor.

It appears to me... new Alchemist BOD reward dyes... on standard cloth you can buy from an NPC weaver.

Can not dye cloth with dyes.  That would defeat the purpose of being rare expensive, or hard to get.

Those are 4 of the newest BOD reward cloth from Tailoring. They are missing one.  The new BOD dyes are the same color.

2 dyes are from Cooking BODs.  3 are from Alchemy BODs.
