Someone refresh my memory...

What is the reason tiles and such can't be placed on a packie or hordie?  Or even set down to change chars to let a diff char bank them?

Anyone have any logic on this?

    On a guess they are a type of item not thought of or allowed for 20 years ago when the core program was written?

    Having used them they really don't seem to fit in or work well with anything else in the game.
