i've gotten rubble the last 6 boss fights. it'd be less annoying if they were at least worth clean up points. If they have no purpose, then it feels more like a slap in the face.

It's purely decoration. I agree with you though that even the new stuff (like rubble) should have some sort of cleanup value from day 1... even if it's only 50-100pts per.

I agree with you. There is a "reward system" in place so I see no issue keeping it updated / in use. Honestly just keeping rewards updated on things like cleanup / blackmarket / Doom / ML Bosses / Shadowguard /etc keeps them relevant without requiring virtually any "revamping"; it's a great return on investment for the effort IMO.
Adding cleanup points for new items when they launch (ie rubble) is something like 2minutes of effort to add for Pub 120 versus trying to revamp an entire list of items without points ends up taking days/weeks trying to figure out which items need updated from every publish since X date.
