Silly question about Locked Skills

Hi. Sorry bother again, but I have a doubt: I made a char crafter at NL and I followed the story line the Lumber and Carp, as well as an additional skill Alchemy to make potions. Now, I wonder how I can train Inscription if the mageries skills are locked as show the follow print? I've read that in Moonglow Regs Shop, and at Arcanist Circle at Lycaneum I could find a NPC to train Inscription, but it isn't the case. Can someone help me to clarify about the skills or where to go to train them? Thank you

I believe only mages can learn inscription.
