Legendary Point Vendor Account/Character Bound items

I noticed someone mention the Gold Bricks being account bound. I didn't notice that mentioned on the vendor that they were.
Is it a bug that they are account bound or is it intentional? Any other items account or character bound that anyone knows about off the vendor?
I just want to make sure it is account bound and not character bound since until the Congi is fully finished with Vanqs I don't want to delete my crafter, but obviously my crafter can't make use of tamer stuff and would need to give it to my other character or the character I make once I delete my crafter.
