Guild Housing

I looked around and wasn't able to find anything much regarding the qualifications for a guild house.  If there is a thread on this could someone please link it?

What I'm mostly interested in, will this feature be mostly for those that PVP?

Curious about crafter guilds, and if it would be feasible for something like a New Player guild?
