Can't split gold or items

I have one character (out of my six currently) that is unable to split gold or other stackable items. This has prevented me, for example, from being able to buy training at lower levels. Is there a fix for this? Again, it's only one of my characters.

    Do you have 'hold shift to unstack items' checked?
