[UO][EC] Skill tracker toggle

Hello,

This is the skill tracker...

For those who would like to turn the skill tracker on and off without opening the skill list, put the following in an Actions>Command in a macro:

script SkillsWindow.SkillsTrackerToggleLButtonUp()

Press the macro once to toggle the tracker on, press it again to toggle the tracker off.
