About Ethereal polar bear bug.

When I try to use Ethereal polar bear in the blackthorn dungeon, it is not available.
It seems that not only me but also other friends are experiencing the same phenomenon.
Can you all use Ethereal polar bears in the Blackthorn Dungeon?
I asked the GM and he asked me to report a bug and ask him to investigate, after which I only got the answer that the item is broken.
I did not get an answer as to whether that was the GM's or the development team's answer.
