Lock down quest item?

I saw "A basin of crystal water" locked down on some steps. I tried at my house but it pops back in my pack, anyone know how to lock it down?

try putting it in a crate or a round bag, put the bag/crate down where you want the item to be, axe the bag/crate lock the item down.
