Undertakers staff has a delay in Fel when killed by a Mob

Here is the only mention about the timer.
When killed by a Mob in Fel or Fel champ spawn and ressed the staff. (all other requirements met)
Expected result:
should bring your body to you with no delay.
Real result:
Msg that says .... But not enough time has passes since you were slain in Battle.
It should not have a delay according to the info or description on the item when you buy it for real $.

- If the character was killed by a player a 3 minute timer is initiated, delaying the summoning attempt.
