Europa Auction Question

I've seen the posts for the europa Auction, messaged the person who posts, no response.
I was wondering how to partake in the event, where do I go and what do I need?
From the posts all I can gather is a time and a shard, no explanation of what to do or how it works.

    The Europa Auction runs weekly, and has done for many years. It happens every Wednesday evening at 7.00pm UK time, gates are provided from Luna bank, or you can find the auction house by travelling west from Umbra. 
    You don't need anything, just show up at the advertised time. 
    I wonder, are you in general chat in game, or help chat?  if help it would help you immensely to change to general chat.
