Is there a difference in loot from a balron in tokuno vs brit?

    No, same loot on both, only 'direct-to-pack drops' would be different if there's an event going on in one and not the other.
    Remove or change casting focus & poison immunity it reduces the need for "Player Skill" it's garbage. rant2 Bring timing back and eliminate chance in pvp!

       You'd think that, but the drop-tables are specific to the mob, not the area in which they spawn. The only way you could get a tokuno-style item in the corpse loot, would be if the mob looted it from someone or something.

     That's why bokutos (and other SE-style items) are more difficult to farm as there aren't really any high-end mobs that drop them.  Covetous (no loot multiplier) & Tokuno (weak mobs)- so bots rampant in weak-mob areas.  - Splintering Weapon only drops in dungeons & champ spawn regions in Tokuno as well.

    Only difference would be Fel Brit. That would get an extra 1K luck which could possibly improve the loot on the corpse from intensity / number of items.
