What exactly does it do ? I've never understood the  cooldown timer??

    according to the description it doubles the bonus on the buff for Mastery x2 per piece?

    Somebody had a write up about it a while ago here, could have been years ago. lol

    (I found a few, they were just more questions but not a lot of answers.) 

    But it is best for a bard that does not use a second skill set.  Like not on Archer bard where you need lots of Dex and other things on a suit.  And the cooldowns make it a one use thing then rest.
    It can be imbued tho.

    But if you are using it for a pure bard support, they may be worth looking into it.
    Focus on what you can do, not what you can't.
