Legacy containers

I like to have the legacy containers using drag and drop to stack. However sometimes my main legacy container loses the lock ability. The lock icon is just gone. Then it will stick to my mouse whenever I put anything into it.
All other containers that are stacked inside it also end up sticking to my mouse when trying to put things in it.
Any ideas if it might be a setting I've done wrong ?
