Looking for someone who has Cuffs of the Archmage recipe

I have all the materials needed to craft Cuffs of the Archmage, but don't know anyone with the recipe.

Would someone have it on their crafter? Secondly, is there any way to do it without just giving all the materials to someone in blind trust?
