My understanding is that damaged is based on the cap; not actual. The only way to take less damage is to increase your cap via refinements.
Another part of my understanding is that our resists work similar to a pet (or monster) resist. If your fire resist was 100 that would be 100% resist to that damage; ie you would take 0 damage from 100% fire damage attacks.
Overcapping is used for things like corpse-proofing or vampire form etc.
