Is it by design that we cannot dye a robe that has mods with cleanup or tokuno dyes or a reason it would not count as an artifact or enhanced magic item?

Because it is not an artifact?
None of the worn items can be dyed with those. If you enhance the armor items then they become an artifact and can be dyed with those type dyes.
I thought part of the mystique was having items in that color.
Would be nice if we could use those dyes on everything. But Plant dyes and dye tubs work for the event items as they are.
Focus on what you can do, not what you can't.
