Is this possible say guilds 1 and two are at war can they fight at sea?

isn't the only way you can damage
another players ship in tokuno or trammel waters,
by attacking a plunderbeacon?

I have scuttled someone else's ship
because I didn't know it was parked too close on one side.
(ship that i had been refreshing for a year,
found out later, that the owner left it there for it to decay)
