For a drop example, that is likely a common tradeoff item for this new luck item: Despicable quiver = blessed, Unforgiven veil = blessed (last I checked).

No, you missed the point. Unforgiven veil is the garg equivalent to despicable quiver. Both drop blessed.
Jumu needs the clothing bless deed regardless of who equips it.

Most quivers do NOT come blessed. None of the craftables, and not the ML quivers like quiver of elements, etc.
This is a fairly small inconsistency with this new item vs. the gargoyle equivalent, and it deviates from the way the despicable quiver/unforgiven veil was handled. It's not really a design issue, it's likely an oversite when somebody selected the properties of the new item.
(suggesting to delete garg doesn't seem helpful, though they may not exist in NL). As it stands now, gargs just need some QA and consistency love, items wise.

Technically gargoyles have 1 less slot than humans so consider paying for your wing slot making it even.

No other cloak slot items are containers. Therefore none are blessed when found. That is why you can insure or use a deed.
