Regarding the trader at Destard: What can I do with these Fey ingots?

If I doubleclick them the text suggest they can be turned in, but if you hold them in your inventory and doubleclick the NPC nothing happens.

So what I can do with them?

You need to double click the artifact trade person. I was able to do that no issues; were you not able to? 

Maybe try single clicking and select turn in artifacts?

They hand in to the artifact trader in exactly the same way as the artifacts from the dungeon.
