Private Vendor Houses?

Anyone know what could cause the bizarre oddity of a vendor house being private?

    Details please? Houses with vendors must be set public.
    It could be 'private' if in decay, or it could have the bulk of the house behind closed doors, where access is not 'all'.

    I heard someone say that they let their house go IDOC
    and when that happens it goes private.
    And they save it, but it remains private.

    I cannot confirm that
    & I'm not sure where I read that.
    I have seen houses with vendors though and it being private.

    I am aware of the difference between a private house and a public house with tight access controls.
