Its is sand stone castle on water, named Aquia Fortress and Garden (still unnamed house on the stone) . Currently listed at #23, it can be found by owner name: Castle builder.

#2 during the cool down there is no Evade and you still can't kill him then IMHO you need to look at your set up.
