Problem #2 is that if you happen to have some Britannian Wool laying around and attempt to turn it in using a character that has the quest active, you can mark it in your backpack as a quest item but

#2 & #6 Seems ok depending on the actual details. Simple player contributed bounty system if done right is whatever. Same with a simple leaderboard that is automatic.
