No skill changing emblem / shield

I created a character on TC1 last night to test out a few things and noticed there is no skill changing emblem / shield anymore. Is it currently not available or has the functionality been moved?

    I just created a character to verify this. The test center tools icon appeared as expected. That icon is only seen in Enhanced Client. Skills and stats can be set via commands, type in 'help skills' or 'help commands' to get a list.  More information on test center functions can be found here: https://uo.com/wiki/ultima-online-wiki/gameplay/test-center-commands-and-resources/

    It is showing up now.  It was not showing up this morning either.  Only difference is I am now on a different ISP 150 miles from where I was last night and this morning. Strange.
